    • “Floyd D. Bowdey, 84, a Navy captain who retired in 1975 as inspector general of the Washington Naval District, died Oct. 27 of a rare form of skin cancer in his Annandale home, where he had lived for more than 40 years.

      “Capt. Bowdey, a native of Rochester, N.Y., graduated in 1947 from the U.S. Naval Academy, where he fenced competitively. He served 30 years in active duty throughout the Korean and Vietnam wars.

      “In the late 1950s, Capt. Bowdey served as the executive officer on the destroyer USS Steinaker. An expert in amphibious operations, he taught courses in Norfolk and on temporary assignment in the 1960s to the Spanish navy in Barcelona.

      “After returning to the United States, he attended the Armed Forces Staff College. After graduating, he was assigned as the gunnery officer of the aircraft carrier USS Forrestal in 1962.

      “A year later, he took command of the destroyer USS O'Hare, where he stayed until 1965, when he was selected as commander of the Swift Boat program.

      “He was later appointed the head of fleet and special training at the Pentagon, then served as the liaison to the chief of naval operations. In 1974, he went to the Naval District.

      “While in the Navy, he received a degree in meteorology from the Naval Postgraduate School in Monterey, Calif., and a master's degree in systems management from George Washington University.

      “Capt. Bowdey received several medals during his career, including the Joint Service Commendation Medal, the Navy Commendation Medal and the National Defense Service Medal.

      “In retirement, he worked as an executive for several Washington area oil companies until 1985.

      “He and his wife traveled by motor home, touring Alaska three times and Nova Scotia twice. They spent winters in Chokoloskee, Fla., where he enjoyed the warm weather by the pool, playing cards with friends, watching Navy football and winning several bingo jackpots.” [4]
